I would agree that democracy is an ideal type rather than something genuinely attainable, but as an ideal type it’s something that real regimes can work towards and have done so with varying success. Proportional representation, for example, is a better method of democratic rule than first past the post. I think we need to stop seeing democracies as equally-democratic and start working to reform them from with.
